Accommodation in this area is certainly not cheap, although there are in the centre some cheap budget hotels to be found in these districts. But it is not very important to stay right near the tourist attractions because of the good subway connections from Paris.

Montmarte is also a good option to stay. Lots of small hotels but I would'nt try to get one high up on the hill or on the north side of it. Ideally, the best spot is around Place des Abesses. Subway line is there which leads you directly downtown to the city centre. If you're close to it, you won't have to climb up the hill too much each time. A walk from des Abesses to the Opera area takes about 1/2 hour.
St-Germain or Quartier Latin can also be an option. You'll find a lot of 3 stars there that are a lot cheaper than in the 1st, 3th, or 4th area. Maybe this districts are not as nice but it can be a really good base to move around.
Marais - 3th & 4th arrondissement
On the right bank of the River Seine you will find the Marais, the neighborhood where once lived mostly Jews and what is now known for its many friperies (Vintage stores), small specialty shops and unique fashion boutiques. Behind the facades of the classical buildings go surprisingly hip and modern restaurants, bars, cafes and art galleries hidden. On the street you see any of several street artists. Who will get hungry during the discovery, visit the cozy Jewish restaurant Chez Marianne. Parisians also argue that is served here the most delicious falafel of the city!
